The Jan Vishwas (Amendment of Provisions) Bill, 2023 is passed by the Parliament with an objective to bring certain amendments to different legislations with an objective to decriminalise and rationalise offences to further strengthen trust-based governance for facilitating ease of living and doing business. This bill seeks to amend more than 150 provisions in 42 Central legislations including acts like the Industries (Development and Regulation) Act 1951, The Boilers Act 1923 and the Information Technology Act 2000.
The bill not only proposes decriminalising some of the offences but also modifies the grievance redressal mechanism and removes certain kinds of penalties. For instance, the Industries (Development and Regulation) Act, 1951 used to penalize any person with either imprisonment of six months or a fine if he violates or attempts to violate any of the provisions listed out in section 24 of the said act. However, post the passing of the Jan Vishwas Bill while violation of such offences would still attract fines, the provision of imprisonment has been removed in order to get rid of excessive red tape.
