On December 29th 2023, the Governor of Manipur promulgated the Manipur Labour Laws (Exemption From Renewal of Registration And License By Establishments) Ordinance, 2023. It states that after the commencement of this ordinance, the Scheduled Act shall be subject to the provisions of this Ordinance. It further exempts the employer, in relation to an establishment to which a scheduled act applies, from the need to renew the registration of establishment or a license granted to him under a Scheduled Act.
However, this exemption is subjected to the requirement that the employer provides a Self-Certification, containing information as specified in the Second Schedule of the Ordinance, every year in the month of January or 30 days after the completion of the concerned work, business or operation. The Self-Certification shall include information such as the Name and address of the registered establishment and that of the employer of the said establishment, number and date of registration of the establishment and nature of work/business/operation conducted by the registered establishment. Under the Manipur labour regulations, failure to provide self-certification can result in a fine of up to ten thousand rupees, compoundable. It is statewide and goes into effect right away.
