The Crime Branch-Criminal Investigation Department (CB-CID) registered an FIR against Deputy Inspector General of Prisons, Vellore Range, R. Rajalakshmi, Additional Superintendent A. Abdul Rahman, and 12 others. They were accused of forcing convicted prisoners to perform household chores at prison officials' residences and torturing them. The FIR followed orders from Justices S.M. Subramaniam and V. Sivagnanam of the Madras High Court. The court acted after Vellore Chief Judicial Magistrate submitted a report indicating that life convict S. Sivakumar's allegations required further investigation. The case was brought to the court’s attention by Sivakumar’s mother, S. Kalavathi, who filed a petition through her counsel, P. Pugalenthi.
